Date: 7th August 1866. Place: Elizabethtown, Bladen County, N. C. By whom: Wm. Sutton. Against whom: Jno. Smith. Action taken: (blank). Remarks: In case of Wm. Sutton who committed an assault on Jno. Smith. The justice of the peace before whom the trial was had showed a disposition to favor Sutton and discharged him because the negro was hurt too badly to appear. I procured the warrant and the costs had to be paid by me. Threats were made that if I arrested Sutton I would be killed &c. No reports of outrages by blacks against white has been reported. No outrages reported.

Date: 27 August 1866. Place: Magnolia, N. C. Wayne County. By whom: Four white ruffians. Against whom: Benj. Lewis, a freedman and discharged soldier. Nature of outrage: Brutal beating. Action taken: Sent to Wilmington. Remarks: The outrage being perpetrated in Wayne County and being out of the district Maj. Foster could not take the matter in hand but sent him to Wilmington. Case referred by me to Maj. Stickney at Goldboro, N. C.

Date: 12th October. Place: New Hanover County. By whom: Mary Smith. Against whom: Martha Smith. Nature of outrage: Assault & battery. Action taken: Referred to civil authority.
Date: 27th October. Place: Long Creek. By whom: Supposed to be one Ned Walker. Against whom: Sam Walker. Nature of outrage: Murder. Action taken: Action deferred for evidence to secure a warrant for his arrest.
Date: 12th October. Place: Richmond County. By whom: James Madison. Against whom: Washington Ledbetter. Nature of outrage: Deft. Struck plaintiff three times with a club then drew a pistol and threatened to shoot him if he did not leave the County. Action taken: turned over to the civil authorities with request that he be arrested and returned to court for the assault, and bound to keep the peace. Remarks: The magistrate that I turned this case over to lives twenty miles from here. I have not learned yet what action he took in this case.
Date: October. Place: Sampson County, N. C. By whom: Wm. Griffith & two others unknown. Against whom: Albert Carter (freedman). Nature of outrage: Entered his house and robbed him of shoes and clothing besides using threats of personal violence if he made any complaint to the author. (authorities). Action taken: Referred the matter to both the magistrate of Duplin and Sampson Co.'s and insisted that action should be taken in the matter. Remarks: The Co. Solicitor has taken steps whare all the parties arrested and bought to trial.

Date: November. Place: Sampson County, N. C. By whom: David Sloan, M. D. Against whom: Emma (Freedwoman). Nature of outrage: Retains from the mother "Emma" four (4) children between the ages of 8 & 13 claiming that they were bound to him by the county court. Action taken: Capt. Foster reports that he "sent peremptory order to Dr. Sloan to deliver them to Emma at once with instructions that if he refused, to report the matter at once without delay."

Date: October 30. Place: Wilmington, N. C. By whom: one Mr. Bunting. Against whom: John Moseley. Nature of outrage: Assault & battery. Action taken: Referred to civil authority. Remarks: This man Moseley reported that Bunting had assaulted him for requesting payment for hauling a load of wood. Before the case came to trial before the magistrate Bunting caused Moseley's arrest & took him before the Mayor who deprived him of his license without allowing him evidence in defense. Lt. E. N. McQuigg, Asst. Supt. Sub Dist. Wilmington, reports that he is "informed that the man is of good character & standing by those who know him."
Date: 8th November 1866. Place: Richmond County, N. C. By whom: Daniel Leester & Daniel Skipper. Against whom: Jerry Evritt (col'd). Nature of outrage: Dan'l Skipper held plaintiff and Daniel Leester beat him with a club cutting plaintiff head badly. Action taken: This case turned over to civil authorities, Sandy Ball J. P. Remarks: Lt. McCumber, Asst. Supt., reports that "The magistrate issued a warrant for both the defendants for an assault and battery. Both held to bail for their appearance at court.
Record of Cases of outrages reported in Sub District of Wm'ton (?Wilmington) from Dec 28th 1866 to Jan 13th 1867.
Date: Dec. 29, 1866. Plaintiff: Sylvia Parker (freedwoman). Defendant: John Lawrence. Nature of complaint: Complainant states that she met defendant on the street and asked him when he intended to pay her for picking cotton. Also told him that he had not done right-by her. Defendant denied that he owed her anything & said that he had paid her for all she had done. Complainant again asserted that Deft. had not done right-by her and that he had not paid her. Defendant then struck complainant three or four times with a stick upon her head & arms.
Date: Jan. 5, 1867. Plaintiff: Amos Spruill (freedman). Defendant: Wm. Lawrence and James Meget. Nature of complaint: Complainant states that Wm. Lawrence, with others, attacked him with snowballs that he ran toward his own house, he party followed and Deft. Lawrence struck him twice & kicked him once. That he attempted to defend himself when James Meget attempted to draw a pistol upon him but was prevented by Carter Maddrey who protected him & compelled Defts. to desist from their assault. Carter Maddrey states that he was present & saw the snowballing but did not see any blows struck by any one. That he feared there would be a difficulty and being a magistrate ordered the crowd to desist from the snowballing.
From circumstances which came to my knowledge I judge that the party of boys & men on that day enjoyed in the diversion of attacking every one who passed white & black with snowballs and being in sport. None thought of resenting the harmless character of the sport diversion which was exercised upon all who passed the place and that the freedman Amos Spruill took offense and resented in abusive language which the defendants also resented by an unjustifiable assault.
The complainants in the cases herewith reported were referred to the civil court for redress and instructed to go before the grand jury at the February term.
