SEMI-MONTHLY REPORT of Outrages by Whites against Blacks in the State of North Carolina, for the fifteen days ending February 15, 1867.

Date: Feb. 5, 1867. Place: Rocky Point. By whom: Four white men (unknown). Against whom: Richard McClammy. Nature of outrage: Appeared in the night at McClammy's house and compelled him to unlock his barn form which they took his horse. Action taken: see below. Remarks: They told him if he dared to leave his house that night he would be killed.

Date: Feb. 5, 1867. Place: Rocky Point. By whom: "Regulators." Against whom: Gabe Sadbury. Nature of outrage: Regulators went to Gabe's house at night and stole his mule.

Date: Feb. 10, 1867. Place: New Hanover County. By whom: Unknown parties. Against whom: Blackwell Waddell and John Sneed. Nature of outrage: Set their barn on fire destroying all their grain, rice, seed & c.

As these outrages were committed by bands of so-called "Regulators," who were disguised and had their faces blacked, the authorities could do nothing; the freedmen who were robbed, not being able to identify any one of the robbers. The freedmen who suffer from these outrages either guiltily submit or leave the neighborhood, as they have found from experience the utter uselessness of entering complaints; the military and bureau authorities having no fervor to act in the premises, and the civil authorities saying "that the proper warrants will be issued, if the freedmen will swear to the identity of any of the robbers." Many cases occur that for these reasons are not reported.

SEMI-MONTHLY REPORT of Outrages by Whites against Blacks in the State of North Carolina, for the fifteen days ending February 28, 1867.

Date: Feby. 15. Place: Wake County. By whom: Bryant Smith. Against whom: Asa Copeland. Nature of outrage: Assault & battery. Action taken: Smith placed under $100 bond to appear at Feby. term of court. Remarks: Smith tried by court and acquitted.

Date: Feby. 13. Place: Plymouth. By whom: Benj. F. Harrell. Against whom: Rosetta Smith. Nature of outrage: Beating and choking her. Action taken: Ref. to the county court.

Date: Feby. 18. Place: Plymouth. By whom: Pollard Hodge and Needham Hyman. Against whom: Isaac Kane. Nature of outrage: Beating him and firing a gun at him three times. Action taken: Shots did not take effect. Remarks: Ref. to the county court.

Date: Feby. 3. Place: Bladen County. By whom: Haywood Gailor. Against whom: Sylvia Henry. Nature of outrage: Struck her a hundred times or more with two sticks and attempted to shoot her: was only prevented by the interference of the lady of the house, who threw up the pistol when he was about to fire. Action taken: Justice of Pease of Bladen Co. was written to, to arrest and bind over to keep the peace said Gailor, neglect of which would result in military action in the case. Remarks: The course of this outrage appears to be that Gailor wanted Sylvia Henry to live with him and she would not. No reply to the letter to the Justice of Pease has been received.

Date: Feby. 13. Place: Fayetteville. By whom: Capt. Toles. Against whom: Archibald Bebee. Nature of outrage: Case of rape committed on white lady by Bebee, and while said Beebe was being conveyed from the court house by the civil officer was shot and killed by Capt. Toler. Action taken: All the papers in this case proceedings of coroners jury &c were forwarded to the Asst. Comr. of N. C. Feb. 18 '67. Remarks: Verdict of the jury was: that Bebee came to his death by the hands of some person unknown. This matter is under investigation by these Head quarters.

Date: Feb. 18" 1867. Place: Oak Hill, Granville Co. By whom: Jacob Pittard. Against whom: Simpson Dean. Nature of outrage: Assault & battery. Action taken: Bound over to Superior court; found guilty and fined $10.00. Remarks: Simpson Dean will be indicted at next term of county court for an affray.

Date: March 2" 1867. Place: Oak Hill, Granville Co. By whom: Danl. Smith. Against whom: John Vass. Nature of outrage: Assault & battery. Action taken: Referred to county atty. Washington County.


SEMI-MONTHLY REPORT of Outrages by Whites against Blacks in the State of North Carolina, for the fifteen days ending March 15th, 1867.

Date: Feb. 18, '67. Place: Harnett County. By whom: Unknown white men. Against whom: Phil and Chas. Smith. Nature of outrage: Shot them and stole their horses. Action taken: The civil authorities attempted to arrest the white men, but they escaped to some other part of the state.

Date: Feb. 24, '67. Place: Franklin County. By whom: Joshua Gupton. Against whom: Bill Gupton. Nature of outrage: Shooting with gun loaded with large shot, wounding in shoulder and both arms. Action taken: Joshua Gupton bound over in the sum of $500 to appear at the next term of county court to be held Mch. 11 '67.

SEMI-MONTHLY REPORT of Outrages by Whites against Blacks in the State of North Carolina, for the fifteen days ending March 31st, 1867.

Date: Mch. 9 "67. Place: Alamance Co. By whom: Wm. McKeel. Against whom: Lizzie Brannick. Nature of outrage: Attempt to violate her person. Action taken: Under investigation. Remarks: The charge was first made to a Justice of Peace and a warrant issued by him, but the proceedings were alleged to be suppressed by another magistrate on the 11th of Mch., which is now being investigated.

Date: Mch. 14 "67. Place: Clinton, Sampson Co. By whom: Jerry Pearsall. Against whom: Rebecca Oates. Nature of outrage: Assault & battery. Action taken: Pearsall has been arrested and bound over to next term of superior court for trial.


SEMI-MONTHLY REPORT of Outrages by Whites against Blacks in the Southern District State of North Carolina, for the fifteen days ending 13th April, 1867.

Date: 5" April "67. Place: Sampson road 6 miles from Long Creek Bridge, New Hanover Co. By whom: John D. Walker. Against whom: Lucy Smith. Nature of outrage: Severe & outrageous beating. Knocked her down & kicked her. Drove her off and would not allow her to take her children numbering five which he retained. Action taken: Referred the case to Grand jury of criminal court now in session. Remarks: A true bill was found by them against Jno. D. Walker.

Date: 4" April. Place: New Hanover County. By whom: Ned Baker (colored) (ag'd 16). Against whom: Harriet Williams (colored) (ag'd 16). Nature of outrage: Rape. Action taken: Referred case to Co. Solicitor with a request that it be brought before the Grand Jury. Remarks: Grand Jury found True bill against Ned Baker the 5th April 67.

Date: Mar. 29" 1867. Place: Company Shops. By whom: Patterson Williams. Against whom: Ciley Rake. Nature of outrage: Assault & battery. Action taken: Referred to civil authorities. Remarks: Will be tried by county court June term.

Sub-Dist. Raleigh

Date: Mar. 30" 1867. Place: Wake County. By whom: Wesley Goodwin. Against whom: Caroline Bennett. Nature of outrage: Attempt to commit rape. Action taken: Case referred to a magistrate. Remarks: Goodwin was put under bonds to appear at next term of Superior court.

Date: April 1", 1867. Place: Bertie County. By whom: William Dunning, Richard Cooke, Madison Early, John Early, Benj. Dunning, Geo. W. Mitchell. Against whom: Phillis Ruffin. Nature of outrage: Whipping. Action taken: All the parties named were indicted by Grand Jury of Superior Court for Bertie county.

Date: April 7, "67. Place: Plymouth. By whom: Alfred Watson. Against whom: Orange. Nature of outrage: Defendant struck plaintiff several blows with an axe. Action taken: To be referred to the Grand Jury in Washington Co. at next term of court.

Date: Dec, 1866. Place: Craven County. By whom: Dudley. Against whom: Noah Jackson. Nature of outrage: Robbery of two mules. Action taken: Sheriff of Jones County after the thief.

Date: April 22, "67. Place: Lumberton. By whom: Wesly Hartman. Against whom: Manda Brunk. Nature of outrage: Assault and battery. Action taken: Warrant issued by civil authorities for Defendants appearance at next term of court to answer the charge.

Date: April 26, "67. Place: Taylors Bridge, Sampson Co. By whom: Unknown parties. Against whom: John Washington and his daughter Sarah Jane. Nature of outrage: Murder. Action taken: Case referred to Lieut. Cox with instructions to make a thorough investigation and report if an inquest was ever held on the bodies. This case was reported by the murdered man's wife.

Date: April 19, "67. Place: Johnston County. By whom: Harry Durham, Ransom Durham. Against whom: Mike Sanders. Nature of outrage: Assault with a knife. Action taken: Warrant issued April 1st. The parties have not been brought up for examination; and before the county authorities it will be difficult for this freedman to get proper redress.

Date: April 26, "67. Place: Lumberton. By whom: Jas. McCormick. Against whom: Duncan McNeil. Nature of outrage: Assault with pistol. Action taken: McCormick bound over to answer the charge.

Date: May 3, "67. Place: Wake County. By whom: Gilbert Allan. Against whom: Harry Christian. Nature of outrage: Assault and battery. Action taken: Warrant issued by Magistrate for arrest of Allen.

Date: April 1st, "67. Place: Halifax Co. By whom: Frank Hudson, E. Hudson, Alex. Hudson, George Hunter. Against whom: Jack Perkins and wife. Nature of outrage: Perkins house broken open and his wife beaten and otherwise misused. Action taken: Referred to civil authorities whose action has not been reported yet. This case was compromised for $15.00. The Magistrate was directed to give the case a new hearing and bind the guilty parties to appear at the next term of county court.

Date: April 29, "67. Place: Northampton Co. By whom: Jas. N. Roney. Against whom: Tom Watson. Nature of outrage: Assault with a four pound weight. Action taken: Roney was promptly arrested by the civil authorities and is now in jail awaiting the result of the injuries. No bail allowed until the Freedman is out of danger.

Date: May 21. Place: Lumberton, N. C. By whom: Furney Pervat. Against whom: Harvey Smith. Nature of outrage: Striking with hoe handle. Action taken: Mr. Bernie reports that he wrote to Mr. Pervat that if he treated his colored apprentices in such a manner they would be taken from him.

Date: May 21. Place: Lumberton, N. C. By whom: Edward McQueen. Against whom: Chas. Peppers. Nature of outrage: Striking with shovel. Action taken: Case referred to civil authorities who bound McQueen over to answer the charge at next court.

Date: May 10. Place: Plymouth, N. C. By whom: Leonard Hassell. Against whom: John Perkins. Nature of outrage: Striking with fist. Action taken: None. Remarks: To be referred to next Grand Jury in Tyrell Co.
