Sir:

We again have to report a most willful and deliberate murder of a Freedman, Titus Whitsit, by the hand of Henry Betts or Henry Baker (as he sometimes signs his name), he immediately started towards Independence, Washington County.

This is to certify that I find it impossible to get assistance to arrest murderers when committed in this district or county, and in nearly every instance they go unpunished.
