The foregoing Report to Page 14 is a correct transcription from the records in Mr. Pillsbury's office at Charleston, S. C.
There are two series of Certificates. One series from No. 1 to 880 were issued by Mr. J. Pillsbury, Gen. Supt. of Freedmen at Charleston, S. C., the other from No. 1 to 367 was issued by Mr. Alden, Gen. Supt. of Freedmen on Edisto Island.
These titles appear to have been issued on the personal application of the Freedmen and were issued on printed forms, a specimen of which marked "A" is attached to this report.
The absence of names in some cases as at Nos. 4, 23, 24 &c occurred in this way. The Superintendent not having obtained his printed forms, issued an informal certificate to the applicant of which he only kept a record of the numbers and instructed them to return it in two weeks and receive a proper order. Some of the Freedmen have neglected to do this, hence the omission.
The record of Certificates issued on Edisto Island was very carelessly kept, but from the original record and from examination of certificates and partly from my knowledge of the Plantation, I have compiled a report which I believe to be correct.
The lands have been staked out by the Freedmen themselves and as far as I can learn no official survey or division of land has been made in any case.
There have been issued in all 747 Certificates which would cover 29,880 acres of land.
